Dr. Williams, an adjunct professor at Portland State University in the Mark O. Hatfield School of Government, Graduate Division of Public Administration, currently teaches a series in Public Sector Collective Bargaining. The series is made up of three classes taught Fall, Winter and Spring, respectively: The Legal Framework (PA 595), Negotiations and Impasse Resolution (PA 596) and Administering the Agreement (PA 597). This portion of the site is intended to give information to current and prospective students and anyone wishing to gain some insight into the basic framework of labor-management relationships in the public sector.
